Ce dossier est le résultat d’une aventure commencée à Belém au Brésil, lors du Forum Social Mondial en 2009. A l’initiative de VECAM y fut organisé un atelier sur le thème « Les figures de la facilitation de la coopération avec les TIC ». À la suite de cet atelier, nous avons demandé aux personnes qui le souhaitaient de rédiger un article à partir de leur propre expérience dans ce domaine, ou d’une analyse générale basée sur des cas concrets. Quelques personnes ont rejoint le projet par la suite.

There has been a definite shift in internet governance in Canada in the past two years. With the arrival of the Liberal Party at the head of the federal government, ending a decade of Conservative rule, reforms at the Canadian telecommunications and broadcasting authority – the Canadian Radio-television and Telecommunications Commission (CRTC)1 – and increasing momentum on issues related to cyber security and cyber surveillance, there is a renewed interest in the development of a nationwide digital policy. In parallel, discourses in civil society show increasing concerns over Canada's digital divide and lack of connectivity in remote and rural communities, after broadband access was declared a basic telecommunication service. Yet, while most stakeholders are engaged in the conversation to fix the digital divide, it appears that the process has left out one important stakeholder: the Inuit, Métis and First Nations communities in Canada – broadly referred to as the indigenous communities – who are disproportionately impacted by the problem.

Following revelations from US spy contractor Edward Snowden, it has become increasingly clear that Canada’s intelligence agencies are routinely collecting personal data from a variety of sources for both political and economic reasons. In October 2013, a journalist associated with the British newspaper The Guardian, Glenn Greenwald, exposed how the Communications Security Establishment of Canada (CSEC) was monitoring Brazil’s mining and energy industries, possibly on behalf of Canadian mining corporations. A few weeks later, new documents leaked to the Canadian Broadcasting Corporation (CBC) revealed that the Canadian government allowed the US National Security Agency (NSA) to conduct widespread surveillance while world leaders met at the 2010 G8 summit in Huntsville and G20 summit in Toronto. But allegations earlier this year about CSEC spying on airline passengers have hit closer to home, creating a great deal of concern over the nature of the government’s surveillance activities. Using the case of CSEC’s collection of metadata through public airport Wi-Fi networks as a concrete example, this report will provide an analysis of the political and legal framework for understanding privacy and data protection laws and regulations in Canada in the age of ubiquitous surveillance. Looking at changes in technology, laws and regulations as well as political practices, it will try to show how some of today’s trends have potentially serious implications for Canadian democracy.

Cet article analyse l’écriture collective du code source informatique. Le code source est l’objet de la programmation informatique et peut être défini comme l’ensemble des instructions qui décrivent le fonctionnement d’un logiciel ou d’un système informatique. L’article s’appuie sur différents travaux en sociologie des sciences et des techniques et en anthropologie de l’écriture qui ont en commun d’insister sur le travail, parfois invisible, nécessaire à la stabilité et à la vitalité des écrits et des infrastructures d’informations. Nous analysons la manière dont sont gérées les différentes versions du code source, en étudiant plus particulièrement l’acte informatique du « commit ». Nous insistons particulièrement sur les enjeux de visibilité liés à cet acte de commit, qui prend une importance grandissante comme indicateur de la contribution dans la société de l’information.

Ce texte présente quelques analyses préliminaires résultant d’une étude doctorale en cours concernant le « code source informatique ». Le code source est l'objet de la programmation informatique et peut être défini comme l'ensemble des instructions qui décrivent le fonctionnement d'un logiciel ou d'un système informatique. En utilisant la notion de performativité, initialement développée en linguistique pragmatique mais maintenant mobilisée en sociologie des sciences et des techniques et dans certains travaux d’anthropologie de l’écriture, le texte cherche à articuler la performativité du code informatique à son insertion dans un système d’autorisations et de chaînes d’écritures.

Based on an empirical study of two free and open source software projects, this article focuses on how choices of design within software source code are articulated with values and may favor certain categories of actors over others. After introducing the aim and approach of the study and presenting the studied projects, the article analyzes two controversies that show the articulation of values, configuration of users, and source code design. In conclusion, I argue for the importance for communication and media studies to study the use of source code and how its design may reflect values or may facilitate or constrain the agencies of certain categories of people.
